Contractors ask for more training after RRP classes

Contractors spend eight hours on EPA RRP Training and at the end of the day are wondering why the training was not more complete? Many contractors have asked us how come more time is not devoted to OSHA requirements? Some required practices in the EPA RRP training conflict with OSHA regulations. This gap training will explain the differences and help you protect your business.

The eight hour EPA RRP Certified Renovator training instructs students to abide by HUD and OSHA regultations, yet devotes little time teaching students how. In the nineties the HUD/NARI RRP class was 2 eight hour days and spent significant time on the OSHA Lead in Construction Standard and how to comply. The one day RRP class is insufficient to prepare the contractor to comply with mandated OSHA practices. Last year we provided training for over 4,000 contractors and we recognize the gap caused by too little time spent on the OSHA requirements. The Contractor Coaching Partnership, Inc. offers this necessary gap training to the residential contractor. This program is designed to teach contractors how to comply with OSHA standards referenced in the EPA RRP Certified Renovator Curriculum; The OSHA Lead in Construction Standard 29 CFR 1926.62.

Breaking News; Region 1 OSHA and EPA announced that they have agreed to jointly enforce RRP and OSHA Standards in New England. The MOU (Memorandun of Understanding) specifically references the OSHA Lead in Construction Standard. Mass RRP Law requires that contractors comply with this standard.

The application to obtain the Mass Lead-Safe Renovation Contractor License requires proof that a contractor is compliant with the OSHA regulation 29 CFR 1910.134. The standard requires that the contractor has a respiratory protection and worker safety program in place. These written programs must be provided with the application. If not provided, the application will be incomplete and the license will be delayed until proof is provided.

Massachusetts RRP Lead Law introduces the OSHA Lead Standard

On July 9th 2010, Massachusetts became the ninth state in the nation awarded delegative authority to administer and enforce the EPA RRP Lead Law. The State added several items that are more stringent than the EPA version. The Mass DOS Law requires that contractors with employees prove that they are compliant with the OSHA Lead Standard. The DOS requires that when contractors apply for their license to become a Lead Safe Renovation Contractor, that they also provide a respirator and worker protection program. They must document that they have in place medical monitoring, air monitoring and other safety measures described in the OSHA Lead Standard. Hundreds of contractors are now faced with a standard that they never had to previously comply with. RRP Certification training only references compliance with OSHA regulations. The RRP training class excludes the necessary attention needed to learn about what is needed to meet the OSHA Lead Standard. Massachusetts decided to remove the confusion and added it to the RRP Law.
