CONTRACTOR ALERT: MANDATORY EPA DEADLINE, 4.22.2010

  
  
  
  

On 4/22/2010 the EPA Renovate, Repair and Painting Lead Rule goes into effect. There are only 90 days left to complete the application to become registered.

Yesterday I spoke with many contractors who have not sent in their application to be an EPA certified Firm.  

Have you sent in your firm application?

On 4/22/2010 all contractors who want to work on pre-1978 homes must be registered with the EPA. The turn around time for processing the application is 90 days on a first come first served basis.

This affects remodelers, electricians, plumbers, roofers, siding and window contractors, painters, alarm and it installers, tile installers, insulation, plasterers and any contractor who works on pre-1978 homes. It also includes property owners who rent apartments.

It is not necessary to complete the Certified Renovator training before sending in the application. The application is below.

If you know any contractors be their friend and ask them if they know about this new law. Ask them are they ready for the new EPA RRP Lead Rule which goes into effect on 4/22/2010. The fine for non-compliance is $37,500 per violation. Ouch!

I fully agree that there has been very little information to inform the public and the working contractors about this new mandate. 
 
 
 
I can see where this is going to be a blow not only to the contractors affected but to the economy as a whole. 
 
 
 
There are many misconceptions and nothing done on the part of the EPA to fully educate the new mandate except what's on the website, and much is contradictory and confusing. 
 
 
 
I read in your essay that there is a 'deadline' to apply. Is that 04/22/10 date, in fact, a deadline?  
 
 
 
Also, you state, it is not necessary to take an actual training class prior to registration? Is there a time limit to get the training class completed after registration?

The application for firm certification is neccessary to work on pre-1978 homes. The EPA started accepting application in October of 2009. 
 
You can take the Certified Renovator course even though you have not applied to be a certified firm. However by 4/22/2010 to work on pre-1978 homes after the effective date, you will need to be a certified firm and have passed the certified renovator training.  
 
The firm application needs to be sent in right away if you have not already done so. The anticipated processing time for this application is 90 days. If you do it today you will only be behind the 4/22/2010 effective date one week if they do take 90 days to process the application.
