OSHA Region 1 LEP for Fall Protection extended to 9/30/2015

Most contractors are unaware that OSHA extended its Region 1 (Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire and Maine) Local Emphasis Program for Fall Protection until September 30, 2015.

DIRECTIVE NUMBER: CPL-04-00-002B; Regional Emphasis Program for Fall Hazards Region 1, New England.

This means that OSHA Enforcement personnel are on the lookout for construction projects with fall protection violations. We were told by a Boston OSHA officer that they are under direct instructions to stop by residential job sites and look for violations. If they stopped by this site they would have hit them for several violations.

Every week we receive reports of companies hit by OSHA fines regarding fall protection.

Most recently a Boston area company was visited in September and October on two different jobs and was fined as follows;

Job 1; 4 serious fines

  • No personal fall arrest system; $3000
  • Ladder not 3' above edge; $4200
  • Illegal plank on ladder jack; $4200
  • No eye/face protection; $4200

Job 2; 2 serious fines and one willful

  • No protection around power lines; $4200
  • No fall protection training; $4200
  • Willful fines; no  personal fall arrest system; $14,000

In addition OSHA has a National Emphasis Program focusing on the residential construction industry. This program is on top of the LEP for Fall Hazards in Connecticut, Rhode Island, New Hampshire and Maine.
